UTILITIES DEPARTMENT MINUTES

August 8, 2008

 

Present: Chairman David Crofoot; Committee Members: Judy Metcalf, Judy Rohweder; Village Agent Bill Paige; Advisor Dick Brockway; Office Manager Paul Bartels; Residents: Chris Maseychik, Harold Hede, Blair Einstein. 

 

Chairman Crofoot called the meeting to order at 2:30 PM.

 

Judy Metcalf moved to approve the minutes from the last meeting Judy Rohweder seconded.  (Voted – All in Favor)

 

SUPERINTENDENT’S REPORT

 

Chairman Crofoot reviewed the Superintendent’s Report.

 

Sewer Department

 

June 2008 Effluent Monitoring Data

 

The NVC was in full compliance of its wastewater discharge license in June. There were no license exceptions.                                                                                                                                                                                            April.

 

Flow averaged 10,067 gpd compared to 16,417 gpd in June of 2007. The high day was on June 29th at 14,500. The low was 6,000 on June 12th.  Precipitation during the month totaled 3.26 inches compared to 2.5 inches in June of 2007.

 

TSS and BOD averaged 2.5 lbs/day (28 mg/l) and 7 lbs/day (79 mg/l), respectively.

Note: The last NVC Sewer Dept. violation was in February of 2006 and for flow.

 

Commentary: the relatively low recorded flow compared with water usage was puzzling.  Will review this with Dick McElhaney.

 

July 2008 Snapshot

 

The NVC Sewer Department was in full compliance with its discharge license in July. Flow averaged 17,468 gpd. Rainfall totaled by the Belfast Water District at Little River was 3.97 inches.

 

Clinton Street/North Street Sewer Replacement Project

 

Weather permitting, September 15th will be the start day for replacing the sewer line on Clinton Street . Dean Brown Construction estimates it will take two weeks to complete the Clinton Street project. The Department has confirmed with Ted Berry, Inc. the replacement of the sewer line on North Street starting on September 29th..

 

Notice to affected property owners has been made. Owners were advised to attend a Board meeting or to talk with a Board member to discuss the available options to pay for service connections that may need to be rerouted or ones that may need to be replaced because it leaks.

 

Chairmen Crofoot explained the scope of the project after which began a question and answer session ensued with Judy Rohweder, Chris Maseychik, and Harold Hede. Maseychik explained how his sewer crosses almost immediately to his neighbor’s property. He wondered how this would impact on replacement of his house service as it passed across an abutter’s property.  Dick McElhaney will discuss these issues with Maseychik and Bill Paige.

 

Harold Hede pointed out that, although his address is on Broadway, his house service crosses a neighbor’s property to Clinton .  A solution for that will also be sought out.  McElhaney will discuss with Mr. Hede the possibility of rerouting his line to the sewer on Broadway.  It was noted that one of the Fleming cottages on Broadway also passes behind the cottages on North Street before entering the sewer system.  She will be notified and we will have to consider how the project affects her house service.

 

Hydrant Garden Hose

 

Bill Paige reports the break in the line from the fire pond to the hydrant near the treatment plant on Maple Street has been repaired. The repair was necessary in order to install a hose for cleaning the influent headworks and effluent weir box.  Repairs to the hydrant itself are still necessary before the hose connection can be installed.

 

Water Department

 

June 2008 Usage and Water Quality

 

Water consumption during June averaged 24,950 gpd compared to 18,012 gpd last month and 26,590 gpd in June of 2007. The average weekly chlorine residual in the drinking water was 0.1 ppm compared to the recommended level of less than 0.2 ppm. The lone monthly coliform test result was negative.

 

Water Main Breaks

 

Bill Paige reported repairs to two water line breaks along the shore side of Broadway and Bayside Road in July. This seasonal pipe runs above ground to the North Shore cottages and is made of 1-inch PVC. Bill Paige stated the line is old and has a history of breaks. It also runs across Trudy Eldridge’s yard. She would prefer that it be rerouted elsewhere off her property. Bill was asked to investigate the cost of rerouting and replacing this line.

 

Bill has talked to Mr. Eldridge who felt that relocating the water line was not an absolute necessity.  Options to reroute the pipe from Bayside Road along one of the driveways leading down to the North Shore Cottages was discussed.

 

Miscellaneous

 

Dick Brockway has installed a new security window in the NVC office. The Department once again would like to express its deep gratitude to Dick for his unending help and donation of his time.

Financial reports were reviewed by the committee.
