CLERK’S REPORT OF THE ANNUAL MEETING

OF THE NORTHPORT VILLAGE CORPORATION

 

ANNUAL MEETING

AUGUST 12, 2008

 

The Annual Meeting of the Northport Village Corporation was held on Tuesday, August 12, 2008, at 6:30 p.m. in the Bayside Community Hall with approximately 45 voters present.  The Clerk opened the meeting by reading the Call and Return on the Warrant.  The meeting had been posted on five locations within the Village, and in the newspapers.  The Warrant and Clerk’s report of the Annual Meeting, 2007, had been included in the Annual Report which was published more than two weeks before the meeting.

 

Article 1:  J. Timothy Samway was elected Moderator of the meeting.  He asked Stephen Wright to begin with the pledge of allegiance to the flag.

 

Stephen Wright spoke for the Junior Yacht Club, asking for donations of food for the Town of Northport Food Pantry .

 

In his opening remarks, Samway went over the requirements for voter eligibility and read the rules of procedure for the meeting.  He then introduced the Officers of the Village Corporation, members of the Board of Overseers, Chief of Police, Sal DeMeo and the Office Manager for the Village, Paul Bartels.

 

Samway thanked Paul Bartels for doing a great job producing this year’s Annual Report; Steve Trenholm for putting up the bunting on the Community Hall and Dick Tardif and Dick Brockway for setting everything up for the meeting.

 

Article 2:  President’s Report.

President Josiah Huntoon spoke about the publication of “If These Cottages

Could Talk” and recognized Beverly Crofoot for her commitment and vision to see this project to completion with the publication of the book. 

 

Huntoon spoke about the new line item in the budget for a Financial Manager. The operations of the Village have become more complex and the addition of a Financial Manager will help solve the problems of coordinating the finances of the Village.  He thanked the retiring Treasurer, Julian Sheffield, for doing an outstanding job.

 

Article 3:  Treasurer’s Report.

Sheffield gave a detailed description of what her duties of Treasurer are.  The Village was audited this year and copies were made available for distribution.  Sheffield then explained certain aspects of the recommended budget.  Sheffield said both Kathy Flynn, bookkeeper, and Paul Bartels, Office Manager, are doing a great job.

 

Before going into Article 4, the Moderator asked that we take a moment of reflection to remember our friends and neighbors who passed away since the last meeting.  The following names with a Bayside connection are from the Clerk’s office.  Please let us know if there are any names that should added so that the Clerk can include those names in her report.

Article 4:  To see what sums of money the Northport Village Corporation will raise and appropriate for the following accounts for the fiscal year 2009:

 

OVERSEERS PROPOSED BUDGET

The money will be raised as follows:  $25,000 to be requested from the Town of Northport on the warrant of its Annual Town Meeting, and the balance to be raised from the Village Tax.  If the warrant is not approved by the Town of Northport , the budget will be raised entirely from the Village Tax.

 

Cressey moved the Article; seconded by Metcalf.  Cressey asked if there were any questions or concerns about the proposed 2009 budget.

 

The Moderator called for a vote on Article 4.  VOTED – carried by the majority.

 

Article 5:  To see if the Northport Village Corporation will vote to appropriate and authorize a majority of the overseers of the Corporation to borrow on behalf of the Northport Village Corporation a principal amount not to exceed $75,000 in anticipation of 2009 taxes and to issue and sell for that purpose general obligation bonds or notes of the Northport Village Corporation, the proceeds to be used for the purpose of providing working capital for governmental activities of the Corporation, such bonds and notes to be issued upon such further terms or conditions as may be determined by a majority at least of the overseers of the Northport Village Corporation.

 

Cressey moved the Article to be accepted as written; seconded by Judy Rohweder.  Cressey stressed the need for the authority to borrow funds if needed and urged the adoption of Article 5.  The Moderator called for a vote on Article 5.  VOTED – carried by the majority.

 

Article 6:  To see if the Northport Village Corporation will vote to appropriate and authorize a majority of the overseers of the Corporation to borrow on behalf of the Northport Village Corporation a principal amount not to exceed $100,000 and to issue and sell for that purpose general obligation bonds or notes of the Northport Village Corporation, the proceeds to be used for the purpose of replacement and repair of Community Hall and Wharf as needed,  repairs to utilities operated by the Village Corporation, for reconstruction of shoreline damage to property owned by Northport Village Corporation,  or repairs of roads owned by the Corporation, such bonds and notes to be issued upon such further terms or conditions as may be determined by a majority at least of the overseers of the Northport Village Corporation, and further to authorize the overseers to accept and expend federal or state grants, execute any and all contracts and documents and take any and all actions necessary or convenient to issue the bonds or notes of the Northport Village Corporation and accomplish the Project.

 

 Bill Cressey moved the Article; seconded by Marge Brockway.

The Moderator called for a vote on Article 6.  VOTED – carried by the majority. 

 

Article 7:  To fix a rate of interest on taxes delinquent after November 30, 2008, equal to that charged by the Town of Northport .

 

Judy Metcalf moved the Article; seconded by Judy Rohweder.  The Moderator called for a vote on Article 7.  VOTED – carried by the majority.

 

Article 8:  To elect the Officers by written ballot (President, Clerk and Treasurer).

 

The Moderator asked John Woolsey, member of the Nominating Committee,  to present the slate of officers.

 

President – Josiah Huntoon was nominated.  There were no nominations from the floor.  Josiah Huntoon was elected President off the Village Corporation for the coming year.

 

Treasurer – Bill Cressey was nominated.  There were no nominations from the floor.  Bill Cressey was elected Treasurer for the coming year.

 

Clerk – Maureen Einstein was nominated.  There were no nominations from the floor.  Maureen Einstein was elected Clerk for the coming year.

 

The Moderator recognized Judy Metcalf who thanked the retiring Treasurer, Julian Sheffield, and the Overseers, Linda Houghton, Rick Melone and Judy Rohweder for their much appreciated service to NVC.

 

Article 9:  To elect Overseers by written ballot.

 

The Moderator asked John Woolsey, a member of the Nominating Committee, to present the slate of officers.  Woolsey presented the slate for the office of Overseer as follows: Peter Allen, Margaret Brockway, Lee Houghton, Steve Kazilionis, Ned Lightner, Judy Metcalf and Maureen Stalla.  There were no nominations from the floor.  Overseers elected to a one year term:

 

Peter Allen, Margaret Brockway, Lee Houghton, Steve Kazilionis, Ned Lightner, Judy Metcalf and Maureen Stalla.

 

Article 10:  Reports of Committees.

 

Communications – Judy Metcalf said that the rules are posted to remind all of us to honor the ordinances  we have in place.

 

Surface Runoff – Bill Cressey – there is still work to be done, but the infrastructure is working as intended.  He reviewed the procedures that led up to the work over the last few years.   The Village hired an engineer, Al Hodsdon, from Waterville , who made a number of recommendations to the Village about the work needed.  A bid was put out to eight contracting firms, and the Village only received one bid, from Wardwell Construction.   The village has been very satisfied with the work of Wardwell.

 

A final phase is planned after the sewer work on Clinton Lane and North Avenue has been done and the ground has had a chance to settle.

 

Utilities – David Crofoot – We continue to try to isolate areas of major leakage.  He thanked Dick McElhaney, Bill Paige and Fernie Barton for all their work.

 

Safety Committee – Judy Rohweder Thanked Sal & Joan DeMeo for 8 years of service.  Rohweder read a report from Peter Allen regarding safety helmets for bicyclists under the age of sixteen.

 

Jo Huntoon thanked Peter Allen for being liaison with the Town of Northport attending every meeting.

 

Historic Preservation Society – Beverly Crofoot – a set of China has been donated by Ken Vlodek, in memory of his wife, Sandy Vlodek, which will be on display at Shady Grove Museum on Sundays from 3-5 p.m.

 

Joe Reilly – “If These Cottages Could Talk” was given an award by the Maine Historic Preservation Commission, for outstanding historic publication.

 

Garden Club – Jane Phillips thanked Dan & Lisa Webster for hosting the Garden Club’s “Garden Party”.

 

All other committees referred to their reports in the Annual Report 2008 book.

 

Judy Metcalf, seconded by Marge Brockway, moved to adjourn the meeting at 7:35 p.m.
